In July 2021, YouTube set all unlisted videos uploaded before 2017 to private (unless the channel owner had opted out). In the weeks leading up to this change, Archive Team archived many pre-2017 unlisted YouTube videos. This video was posted in 2006 as part of a contest to see what we could do with a $2 box of junk.
It's an old video, and by no means representative of the safe or correct way to do things.
In addition, in the last 9 years, technology has come a long way, and some solutions exist that did not in '06.

This is a quick setup of an AC step up transformer using a 12v automotive relay as an oscillator. The unit happily steps up 12VDC to around 70VAC which is enough to drive a neon light - just barely. However this is the noisy way to do things.
